John L. Sullivan retired as Deputy Chief of Police from the Las Vegas Metropolitan Police Department after a thirty-four year Law Enforcement career. Upon retirement from LVMPD in 1995, Sullivan established Sullivan & Associates International. SAI provides litigation consultation and expert witness testimony for defense, plaintiff and prosecution in Law Enforcement, Private Security and criminal litigations.

Sullivan is recognized within the Legal, Law Enforcement & Security professions as an experienced, knowledgeable expert on public safety issues. State and federal courts have also recognized him as an expert in his field.

As commander of the LVMPD's Internal Affairs Bureau and later as Chief of Detectives, Sullivan investigated and/or supervised the investigations of approximately one hundred officer-involved deadly force cases.

The majority of Sullivan's law enforcement career was in line operations. The last twelve years of his police career, he served as Las Vegas Metro's Deputy Chief, Chief of Detectives. As Chief of the Investigative Service Division, he had overall command of the Detective, Vice & Narcotics, Organized Crime/Criminal Intelligence Bureaus, Major Case Squad and the Secret Witness Office. As Deputy Chief, Sullivan chaired the Department's Shooting Review Board and the Use of Force Review Board.

He was twice chairperson and twelve-year board member of Peace Officer Standards and Training (P.O.S.T.). For the past three decades, Sullivan has taught academy and in-service classes in Management/Supervision topics, Investigative Techniques and Procedures, Defensive Tactics, Street Survival, SWAT Tactics plus other law enforcement related topics. At the time of his retirement, the Governor presented Sullivan a proclamation, which reads in part:

"Outstanding contributions to the Law Enforcement profession and the community,"

"…responsible for educating and training more Nevada police officers than any one instructor in the history of police training in Nevada" and

"…for continuously serving as a member of the Board of Directors, and past Chairperson of the Nevada Police Officer Standards and Training Committee since 1983, serving longer and contributing more to the professionalism of Nevada Law Enforcement than any other Board member in the history of P.O.S.T.."

For over 23 years, Sullivan taught Criminal Justice classes at the local college and university in Las Vegas. Sullivan is a recognized authority and lecturer on various aspects of law enforcement operations. He researched, designed and presented numerous eight-hour seminars to over four thousand officers in the Western United States on Liability Issues in the Use of Force, Administrative Review of Use of Force Incidents and Investigative Procedures in Use of Force Incidents. Sullivan has modified and presented this liability presentation to security administrators, supervisors and line personnel. Sullivan was a guest speaker at the International Gaming Conference. Sullivan is past owner and operator of the Las Vegas Delphi Security Officers Academy.
